This study discusses evacuation planning from tsunami disasters at the low-lying area in Kushiro City by using existing tall buildings as temporal refuges. Serviceability of refuges is influenced by damage to buildings due to seismic ground motions. We estimate the damage to the buildings using a fragility function. In the worst case, the coverage area of evacuation decreases by 80% because of the damage to tall buildings. And the variability of coverage area in the histogram shows that the means value approximately coincides with the mode
