The dielectric constant of several fluid dielectrics including water, plant oil, glycerol and ethanol at millimeter wave region was measured using a Gumm oscillator with the frequency 90.05GHz as a power source. The system of spectrometer is a simple W-band type homodyne which consists of magic-T, attenuator, phase shifter, and a specially designed sample reflector. By this spectrometer, the dielectric constant of water, plant oil, glycerol and ethanol was obtained around 11.5, 2.29, 3.98 and 3.07, respectively
