The implementation of land registration through the Complete Systematic Land Registration (PTSL) program is a policy of land registration activities for the first time which is carried out simultaneously for all land registration objects throughout the territory of the Republic of Indonesia in one village/kelurahan land area made by the Government of Indonesia. The complete systematic land registration program (PTSL) aims to provide legal certainty and legal protection. The type of legal research being conducted is Empirical Research. Where research focuses on social facts. The research focuses on primary data as the main data and is supported by secondary data. The implementation of Complete Systematic Registration (PTSL) in Kutai Kartanegara Regency is in accordance with the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 regarding Complete Systematic Land Registration. In the implementation of Complete Systematic Registration (PTSL) in Kutai Kartanegara Regency, it experienced several obstacles such as a lack of human resources, installation of land boundary signs that were not massive, unfavorable weather, and lack of information provided to participants of Complete Systematic Land Registration (PTSL)
