The Role of The General Election Commisission in Increasing Participation of Beginner Voters in Regional Head Elections: Peran Komisi Pemilihan Umum dalam Meningkatkan Partisipasi Pemilih Pemula pada PILKADA

This research aims to analyze and describe the role of the General Election Commission in increasing the participation of first voters PILKADA. Research uses a qualitative description method using data collection techniques through interviews,observation and documentation. Results research reviewed from indicators according to Arif in Nurdin:Regulators, KPU regulations running in accordance KPU standards. Dynamistator, Sidoarjo KPU has formed Adhoc. Catalyst has not yet been properly realized, KPU in carrying out socialization in Seketi villages. Facilitator, obstacles are still found. This can be seen from the facilities provided by the KPU in the form of social media which can be accessed to find out information about the election. This is not realized well because not all new voters want to access the social media that has been provided. This can affect the participation of first-time voters PILKADA. Therefore, the participation of first voters in Seketi Village has decreased
