This circular provides guidance and methodology for planning the metropolitan airport system as a part of the comprehensive metropolitan planning program. Specific techniques are set forth in other advisory circulars. Airport system planning is only one functional element of the comprehensive metropolitan planning program. This circular was prepared for use by area planners who may not be experienced in planning for aviation facilities so that they may effectively consider airport planning in conjunction with comprehensive planning for metropolitan areas
