De l'accélération urbaine chinoise. Effets, contre-effets, représentations

From the second half of the 20th century, particularly after 1980, China experienced an acceleration of its urbanization unprecedented in human history. Despite its magnitude, little is known about this phenomenon of acceleration. China's urbanization appears to be as much a part of the acceleration of modernity as it is powerfully stimulated by the State-Party/market liberalization alliance. This doctoral thesis argues that urbanism in China, traditionally top-down and driven by planning thinking, is being substantially renewed in the face of urban acceleration, and attempts to understand the mechanisms of acceleration that are driving such a transformation. A macroscopic approach has made it possible to identify the major mechanisms of acceleration and compression that condition urbanization, with a first hypothesis that considers urbanization to be both the cause and corollary of social acceleration in China, making it possible to (re)think the specific role of the urban in space-time reification and dynamization. A second hypothesis envisages urban acceleration as being at the origin of the rise in power of non-state actors, avant-garde architects, academics, artists, Internet users, NGOs, inhabitants, journalists, who are led to take a stand against a process of urbanization that has become ambivalent for them. Their representations show that the risks inherent in urban acceleration are at the heart of their concerns. These new implications, where experimentation, informality, illegality, activism, intellectual positions, online practices, and inhabitants' claims come together, introduce the concept of "urbanism" in China in the political, actorial and projectual sense of the term. Conflicting as well as opportune, acceleration would bring about a shift from top-down urban planning to an urbanism in which society is engaged and involved. A series of transcalary, transdisciplinary and trans-media works carried out between 2000 and 2020 on the actors and representations of the urban in contemporary China have brought to light Chinese urban acceleration as a contradictory process of acceleration from and by the urbanization.À partir de la seconde moitié du XXe siècle, particulièrement après 1980, la Chine connaît une accélération de son urbanisation sans précédent dans l’histoire de l’humanité. Malgré son ampleur, ce phénomène d’accélération reste mal connu. L'urbanisation chinoise apparaît autant intriquée dans le processus d'accélération de la modernité que puissamment stimulée par l'alliance État-Parti / libéralisation du marché. Cette thèse affirme que l'urbanisme en Chine, traditionnellement descendant et mû par une pensée de la planification, est amené à se renouveler substantiellement à l'aune de l'accélération urbaine, et tente de comprendre les mécanismes d'accélération qui président à une telle transformation. Une approche macroscopique a permis d'identifier les grands mécanismes d'accélération et de compression qui conditionnent l'urbanisation, avec une première hypothèse qui considère l'urbanisation tout à la fois cause et corollaire de l'accélération sociale en Chine, permettant de (re)penser le rôle spécifique de l'urbain dans la réification et la dynamisation de l'espace-temps. Une seconde hypothèse envisage l'accélération urbaine comme étant à l'origine de la montée en puissance d’acteurs non étatiques, architectes d’avant-garde, universitaires, artistes, internautes, ONG, habitants, journalistes, amenés à se positionner contre un processus d’urbanisation devenu pour eux ambivalent. Leurs représentations montrent que les risques inhérents à l’accélération urbaine sont au cœur de leurs préoccupations. Ces nouvelles implications, où expérimentations, informalité, illégalité, activisme, positions intellectuelles, pratiques en ligne, revendications habitantes se côtoient, introduisent le concept « d’urbanisme » en Chine au sens politique, actoriel et projectuel du terme. Conflictuelle comme opportune, l’accélération provoquerait le passage d’une planification urbaine par le haut à un urbanisme dans lequel la société est engagée et partie prenante. Un ensemble de travaux transcalaires, transdisciplinaires, transmédias réalisés entre 2000 et 2020 s’intéressant aux acteurs et aux représentations de l’urbain en Chine contemporaine est parvenu à déterminer l’accélération urbaine chinoise comme un processus contradictoire d’accélération de et par l’urbanisation
