In going ahead with war in Irak without the support of the international community and, more generally, in implementing a resolutely conservative policy after having pledged during the 2000 campaign to put an end to « partisan politics as usual», George W. Bush has been acting as a president endowed with strong popular legitimacy. The latter impression was only reinforced when the results of the 2002 mid-term elections were almost unanimously interpreted by the press as a remarkable victory of the President and of the Republican party.
