The urban spreading and the increasing of the traffic in urban areas imply important problems in terms of pollution, congestion and inhabitants' well being. In front of this reality, French laws multiplied for about twenty years aiming at finding the solution to counter this trend. Indeed, in 1982, the Urban Mobility Plan "PDU" was implemented by the French Transport Act "LOTI". Following the first generation of PDU, and its mitigated results, new obligations were settled (such as accessibility and environmental perverseness) along with the Urban Renewal Solidarity Law "SRU" in 2000 and more recent laws.
