Comment replacer les piétons au cœur des mobilités ? L'exemple du PDU de Montpellier

The urban spreading and the increasing of the traffic in urban areas imply important problems in terms of pollution, congestion and inhabitants' well being. In front of this reality, French laws multiplied for about twenty years aiming at finding the solution to counter this trend. Indeed, in 1982, the Urban Mobility Plan "PDU" was implemented by the French Transport Act "LOTI". Following the first generation of PDU, and its mitigated results, new obligations were settled (such as accessibility and environmental perverseness) along with the Urban Renewal Solidarity Law "SRU" in 2000 and more recent laws. Following the cancellation of the first PDU, the township committee of Montpellier is currently under elaboration of a challenging PDU to be implemented as from 2020. Defining back the priorities, the aim would be to better prior the alternative modes, especially to the pedestrian, supporting the concept of "city proximity", described in the SCoT (Coherent Land Use Scheme), recently approved. Based on the experience of the PDU in Montpellier, this report aims at understanding how the mobility could focused on pedestrian, how to support back the displacement by foot and how to consider the pedestrian performance within the urban landscaping.L'étalement urbain et l'augmentation de la circulation automobile en milieu urbain, posent d'importants problèmes en termes de pollution, de congestion et de qualité de vie. Face à cette réalité, les lois françaises se sont multipliées depuis une vingtaine d'années, afin de trouver des solutions pour contrer cette tendance. C'est ainsi que sont apparus en 1982 les Plans de Déplacements Urbains avec la LOTI. Suite au constat mitigé sur le bilan des PDU de première génération, la loi SRU de 2000 ainsi que les lois plus récentes imposent de nouvelles obligations (protection de l'environnement et notion d'accessibilité) à intégrer dans les PDU "nouvelle génération". Suite à l'annulation de son premier PDU, la Communauté d'Agglomération de Montpellier est en cours d'élaboration d'un PDU ambitieux pensé à l'horizon 2020. Elle souhaite ainsi inverser l'ordre des priorités afin de donner plus de place aux modes doux et notamment aux piétons afin de mettre en œuvre le concept de la "ville des proximités", développé dans son SCoT récemment approuvé. Ce mémoire vise, à travers l'exemple du PDU de Montpellier, à comprendre comment les piétons peuvent être replacés au cœur des mobilités, comment redonner toute sa place à un mode lent comme la marche à pied et enfin, comment intégrer la notion de performance piétonne dans les aménagements
