The purpose of this master thesis is to identify the levers and means available for a public community in order to develop cycling practice over a city. It is illustrated through the case of the masterplan for "soft" modes of transportation (bicycling, walking) developed in the territory of "Grand Paris Seine Ouest". The first step is identifying which are the levers for a modal shift towards non-motorised means of transportation, why it is to be promoted and how : the real and perceived barriers to be overcome, the individual mechanisms of modal shift, the interest of the community to find a transfer of trips to the bike.
