The New Board of Education Law, Art. 33, prescribes that each Board of Education shall make regulations concerning the fundamental matters of school management. But the prescription has been keenly disparaged by teachrs on the active List, chiefly because the effect of the article is liable to bring the control of education officials, violating the independence of Local Educational Administration.
