A Study Of How Education For The Mental Retardation In Osaka Prefecture Was Founded : On The Established Circumstances Of The Handicapped Class In Juvenile Reformatory

In Osaka people had been tormented with the problem of the poverty as usual. The result was that the problem of a juvenile delinquent become serious by slow degree. And the number of the mental retardation who was protected in Shyutoku juvenile reformatory increased with years. The purpose of this study is to reveal the condition of the germinative period of the education for the handicapped children. In this report, the author would like to reveal the process of how education for the mental retardation was founded in view of juvenile reformatory. The tentative conclusions derived from this study are as follows. 1. The problem of the mental retardation began to take place in the problem of the delinquent boys as one of the chief factors, which at once made the study of the mental retardation develop. Shinjiro Takeda, who was a principal of Shutoku juvenile reformatory, indicated that children needed the improvement of their qualities, the equiqment of the circumstances and home lives. 2. As the problem of the mental retardation become serious, they gradually adopted "judgement-diagnosis-treatment" course. 3. At that time in the juvenile reformatory the children who have different handicaps were protected. So their teachers asserted the necessity of the separation of the handicapped school from the juvenile reformatory. They also made a proposal about the contento of the form of the institution
