This study deals with future reform in foreign language education in Japan in light of the Common European Framework of Reference for Languages (henceforth CEF) in the European Union (EU) and the 7th National Curriculum in the Republic of Korea (South Korea). First, this study takes an overview of language education policies and new curricula in the EU that represent a common framework of references for languages with respect to communicative competence, teaching, learning, and assessment in different cultural and political contexts. Plurilingualism and action-oriented approach are the keys in CEF, helping to promote linguistic and cultural diversification to the people in the EU.
