grantor: University of TorontoWe discuss a new approach in Policy-Based Management (PBM), which can realize end-to-end Quality of Service (QoS) for all connections across the Internet. The design is based on a reference PBM standard and its supporting communications protocols. These protocols are Common Open Policy Service (COPS) and Lightweight Directory Access Protocol (LDAP). Our proposed model is designed to work with active networks technology. In contrast to the traditional network, an active network is able to manipulate data in the packets, and change the network functionalities on a per-user and application basis.
