This dissertation will focus on an analysis of six community mental health projects which are participating in the Community Mental Health Services Act Program. The Act provides matching monies on a per capita basis to the participating projects in each County provided that certain rules and regulations are met. Responsibility for the administration of state and federal mental health monies, related to the Community Mental Health Services Act Program, falls under the jurisdiction of the Division of Mental Health and Hospitals through the offices of Community Mental Health Services in Trenton, New Jersey.
