Abstract— Dynamics of the position policy of the deputy head of the region related to policy change and policy development. The implementation of local government in Indonesia especially after the 1998 reforms was marked by an unhealthy relationship between the Regional Head and Deputy Regional Head in several regions in Indonesia.
