Environmental pressure by the Dutch population at home and abroad

In view of the high flows of imports and exports compared to Dutch production, the economy in the Netherlands can be considered as being far from closed. Environmental pressure in the Netherlands originates therefore partly from production of goods for consumption abroad. Conversely, consumption by Dutch households causes environmental pressure in foreign countries. The result is a shift of environmental pressure from the Netherlands to abroad and vice versa. Determining this shift is done by calculating environmental pressure along production-consumption chains by using a methodology based on an input-output analysis. The shift is calculated for four environmental aspects, i.e. energy use, land use, acidification and disturbance. Energy use in the Netherlands is about 50% higher than required for consumption in Dutch households. Especially heavy chemical and metal industries export a major part of production, either directly or indirectly. Furthermore, exported products from the agricultural, transport and service sectors implicate more energy use than imported products from these sectors. This picture continues to fit the future scenarios calculated for the year 2030. The land required for consumption by the Dutch population is about three times the area of the Netherlands. The main use of this land is timber production, necessitating import. Since acidification is closely related to energy use and Dutch factory farming contributes greatly to the acid emissions, the 'flow' of acid emissions from foreign countries to the Netherlands is lower than from the Netherlands to other countries. Finally, disturbance in the Netherlands is mainly coupled to direct consumption in households and delivery of services to the Dutch population, while shifting disturbance to other countries is of particular importance in the transport sector.Nederland is allerminst een gesloten economie. Ten opzichte van de eigen productie is er relatief veel import en export. Daarmee is een belangrijk deel van de milieudruk, die binnen Nederland ontstaat, in feite voor consumptie in het buitenland. Daartegenover staat, dat ook de inwoners van Nederland voor een deel afwentelen op het buitenland. In dit rapport wordt deze vorm van afwenteling uitgewerkt voor energiegebruik, ruimtegebruik, verzuring en hinder. Tevens wordt de gehanteerde berekeningsmethodiek toegelicht. Het energiegebruik in Nederland is ongeveer 50% hoger dan nodig is voor de consumptie van inwoners van Nederland. Vooral de basismetaal, chemie en raffinaderijen zijn energie-intensief en exporteren het overgrote deel van de productie al dan niet direct. Maar ook aan producten van de landbouw, de overige industrie, de dienstensectoren en het transport exporteren we meer energie dan we importeren. Dit beeld wijzigt niet wezenlijk in de doorgerekende toekomstscenario's, zij het dat het belang van de transportsector toeneemt. Het ruimtebeslag van Nederlanders gemeten als landgebruik is ongeveer drie maal het oppervlak van Nederland. Vooral voor de houtoogst wordt er veel bos in het buitenland in beslag genomen. De afwenteling van buitenlanders op Nederland op het aspect verzurende emissies is groter dan van Nederlanders op het buitenland. Dit hangt deels samen met de geschetste verhoudingen voor energiegebruik, deels met de intensieve Nederlandse landbouw. Naar verwachting wordt deze balans bijgesteld enerzijds door reductie van NH3-emissies in de Nederlandse landbouw, maar ook door een verwachte intensivering van het landgebruik in het buitenland (vooral buiten West-Europa). Voor het aspect hinder geldt, dat dit grotendeels is gekoppeld aan diensten en de eigen consumptie. We doen het vooral onszelf aan.
