Defragmentation of nature areas: impacts on wildlife, passenger mobility, accessibility, road safety and noise. Background report to the Second National Nature Outlook.

Road infrastructure has important impacts on the quality and quantity of animal habitats. Animals are killed by road traffic and roads "fragment" habitats dividing wildlife populations into smaller, more isolated units. This may threaten wildlife species that have to cross roads to meet their biological needs. This report analysed the impacts of wildlife habitat defragmentation due to provincial and municipal roads (by restricting them to local traffic only) in nature areas in the Netherlands. The study analysed both impacts on wildlife (habitat quality, noise levels in nature areas) and humans (passenger mobility, accessibility impacts, noise levels in residential areas, road safety). The study concludes that habitat defragmentation has important benefits for the quality of animal habitats, traffic safety and noise levels in natural and residential areas at the local level, but important negative impacts on accessibility: congestion levels and average travel times increase. A conclusion on the balance of impacts, expressed in monetary terms, can not yet be given. The uncertainty in impacts and their monetary valuation for the impacts on humans is very large, and the impacts on wildlife are difficult to express in monetary terms. Furthermore, it can not yet be concluded if large scale habitat defragmentation by restricting road traffic on local roads is desirable. More research is necessary on alternative measures for habitat defragmentation, relevant impacts, and their costs and benefits.Infrastructuur (wegen, spoorwegen, waterwegen) vormt vaak een barriere voor mens en dier, en doorsnijdt de ecologische hoofdstructuur (EHS) op diverse plekken. Dit rapport beschrijft een verkennende studie naar de effecten van ontsnipperingsmaatregelen op provinciale en gemeentelijke wegen. De studie is uitgevoerd in het kader van de tweede Nationale Natuurverkenning, in samenwerking met de Adviesdienst Verkeer en Vervoer en Alterra. De hoofdconclusie is dat ontsnippering van infrastructuur (door provinciale en gemeentelijke wegen verkeersluw te maken) vooral op lokaal niveau duidelijke positieve en negatieve effecten heeft. Positieve effecten treden op voor de natuur: de lokale habitatkwaliteit van barrieregevoelige diersoorten en de akoestische kwaliteit in natuurgebieden nemen toe. Daarnaast heeft ontsnippering gunstige effecten op verkeersveiligheid en de geluidbelasting in woongebieden. De belangrijkste nadelen liggen op het gebied van bereikbaarheid. Uit deze verkennende studie blijkt dat ontsnipperingsmaatregelen een positief saldo van (op geld waardeerbare) effecten op kunnen leveren. Op landelijk niveau zijn zowel de effecten op de natuur als op de mens beperkt: hiervoor is de omvang van de veronderstelde ontsnipperingsmaatregelen te gering. Op basis van deze verkennende studie is het te vroeg om een conclusie te trekken over de wenselijkheid van het ontsnipperen van provinciale en gemeentelijke wegen in natuurgebieden. Voor zo'n conclusie dienen alle relevante voor- en nadelen beter in kaart te worden gebracht, met name op regionaal niveau, en moeten eventuele alternatieve maatregelen worden onderzocht
