Flooding and Water Shortage: risk perceptions and consequences for spatial planning

Government organizations and societal stakeholder groups generally recognize flood risks caused by extreme precipitation, and the need for extra measures. Despite this recognition, the present regional implementation of this governmental flood reduction strategy has called for further discussion. That water shortage is an issue, is not recognized by all parties, which has caused the discussion on implemen-tation to be further elaborated. To promote insight into these discussions, MNP experts examined the perceptions of the relevant stakeholders (governmental and non-governmental) in flood risks and possible measures. Issues of water shortage were also discussed. The analysis focuses on the decision-making process, with such topics as: what governance is applied and how do decisions come about? For similar projects, it is recommended to determine the controversy from the perception of risks and measures. This could lead to the choice of a strategy for governance, which may enhance the decision-making process. The risk ladder and the frame of reference model were found to be useful instruments for both carrying out this analysis and indicating in which phase of the decision-making process discussion can be expected. This will allow the government to involve the stakeholder groups at the richt moment in the process.De problematiek van wateroverlast en de noodzaak tot extra maatregelen wordt door zowel overheidsorganisaties als maatschappelijke organisaties erkend. Ondanks deze erkenning levert de regionale uitwerking van het overheidsbeleid om wateroverlast te beheersen discussie op. De problematiek van watertekort wordt niet door alle partijen erkend. Ook hier levert de regionale uitwerking van maatregelen tot veel discussie. Om inzicht te krijgen in deze discussie zijn visies van overheden en maatschappelijke organisaties op wateroverlast en mogelijke maatregelen in kaart gebracht. Naast wateroverlast is hierbij ook gekeken naar watertekort. Bij de analyse is ook aandacht besteed aan het besluitvormingsproces zelf: welke sturing hanteert de overheid en hoe komen beslissingen tot stand? Om het besluitvormingsproces soepeler te laten verlopen wordt aanbevolen om ook in vergelijkbare projecten de verschillen in risicopercepties en voorkeuren voor oplossingsrichtingen in kaart te brengen. Aan de hand van de in kaart gebrachte verschillen kan met behulp van de in het rapport gebruikte risicoladder en het model van het referentiekader de sturing door de overheid worden aangepast aan de gesignaleerde inhoudelijke verschillen. Op deze manier kan gesignaleerd worden wanneer er veel maatschappelijke discussie (te verwachten) is en kunnen maatschappelijke partijen op het juiste moment bij het proces betrokken worden
