What contribution can RIVM's Nutrition and Consumer Safety Division make to the Post-launch Monitoring System for Functional Foods? A workshop

In December 2002 the RIVM's Nutrition and Consumer Safety Division held a workshop aimed at defining its position and future tasks in a Post-launch Monitoring (PLM) system for functional foods, which is yet to be developed. Here, (unexpected) effects of the use of functional foods after marketing and under customary conditions would be monitored systematically. PLM should focus primarily on safety aspects; however, efficacy questions could also arise within the PLM system. Effects that could be studied after launching foods on the market are, for example, cumulative, interactive, long-term and risk-group oriented. In total, 18 participants representing the different centres within the division contributed to the discussion, which was split into three parts under the following questions :1) Should we focus on functional foods, novel foods or both within PLM?2) Should we focus on safety aspects only, or on safety as well as efficacy? 3) To what PLM tasks can the division contribute?Consensus was reached on what the focus of the PLM activities would be, i.e. safety aspects on the substance level. Consensus also made the need to discuss further about functional food, novel food or combined focus (part 1 of the discussion) superfluous. The division would prefer special focus to be given to tasks like active 'smoke' detection/exposure studies, assessment of the relevance of 'smoke'/exposure in terms of public health, quantification of the 'smoke'/exposure and quantitative evaluation of positive and negative public health effects. Division research results will be used to advise the Dutch government. In addition, the division would like to be able to evaluate the PLM activities carried out by industry.Op 18 december 2002 werd er binnen de sector Voeding en ConsumentenVeiligheid van het RIVM een workshop gehouden met als doelstelling de positie en de gewenste taken van de sector in een Postlaunch Monitoring (PLM) systeem voor 'functional foods' in kaart te brengen. PLM dient ervoor om systematisch de (onverwachte) effecten van 'functional foods' te kunnen monitoren nadat de voedingsmiddelen op de markt gekomen zijn onder vrije condities van gebruik. PLM moet zich in eerste instantie richten op veiligheidsaspecten, maar er kunnen ook effectiviteitsvraagstukken binnen PLM behandeld worden. Effecten waar postlaunch naar gekeken kan/moet worden zijn bijvoorbeeld: cumulatieve effecten, interactie-effecten, lange termijn effecten en effecten in risicogroepen. Er waren in totaal 18 deelnemers van de verschillende afdelingen van de sector aanwezig. De discussie was opgedeeld in 3 deelonderwerpen: 1) moeten we ons binnen PLM richten op 'functional foods', op 'novel foods' of op beide categorieen?2) moeten we ons binnen PLM richten op veiligheid of op zowel veiligheid als effectiviteit?3) voor welke PLM fasen liggen er taken voor de sector?Consensus werd bereikt over het feit dat PLM activiteiten binnen de sector zich moeten richten op veiligheid op het niveau van stoffen. Dientengevolge was het niet meer aan de orde of deze stoffen tot de functionele categorie en/of novel categorie behoren. De sector ziet vooral taken op het gebied van actieve rooksignalering/blootstellingsonderzoek, inschatting van de relevantie van de rook/blootstelling, kwantificeren van de rook/blootstelling en de kwantitatieve afweging van gezondheidsverlies versus -winst. De activiteiten zullen uitmonden in advisering. Voor die PLM taken die bedrijfsmatig uitgevoerd kunnen en moeten worden zou de sector graag de evaluatie op zich willen nemen
