Health in Environmental Impact Assessment and Strategic Environmental Assessment - Exploration of the possibilities for integration

This report shows that health, both in the Netherlands and abroad, is currently not occupying a very prominent role in Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA). If, and when, this topic is touched upon in EIA/SEA, it is usually implicit and takes place by testing compliance with environmental standards. Other determinants of health, such as lifestyle, social environment and (access to) care, seldom receive attention. Positive effects are expected to emerge from the integration of health in EIA/SEA: for example, improved communication with citizens, better support for decision-making, consideration of new health aspects, and the contribution of health integration to sustainable development. Those involved in EIA/SEA are also willing to work on stronger integration of health into EIA/SEA. However, they want objective criteria to determine the aspects that should get attention when a specific project or plan is examined. Moreover, the procedure should not be too complicated and time-consuming. This is why an instrument is needed that will have to be both adaptive and selective, with an emphasis on screening and scoping phases. The report also recommends the following activities for supporting health integration in EIA/SEA: (1) development of a programme to enhance knowledge and skills, (2) improvement of the accessibility of information on health determinants and health impacts, (3) active support for the integration of health in EIA/SEA by the Ministry of Health, Welfare and Sport, and the Ministry of Housing, Spatial Planning and the Environment, and, finally, (4) legislation or targeted communication to support integration of health in EIA/SEA.Uit dit rapport blijkt dat gezondheid nog een weinig prominente plaats inneemt bij milieueffectrapportage en strategische milieubeoordeling (beide af te korten als m.e.r.). Dit geldt zowel in Nederland als elders. Voor zover er aan het onderwerp aandacht wordt besteed gebeurt dit vaak impliciet en via toetsing aan milieunormen. Andere determinanten van gezondheid, zoals leefstijl, sociale omgeving en (toegang tot) zorg komen zelden aan de orde. Van integratie van gezondheid in m.e.r. worden positieve effecten verwacht, zoals betere communicatie met burgers, betere ondersteuning van besluitvorming, het meewegen van nieuwe gezondheidsaspecten en een bijdrage aan duurzame ontwikkeling. Bij betrokkenen bij m.e.r. bestaat ook bereidheid om gezondheid meer in m.e.r. te integreren. Men wenst dan wel objectieve criteria om te bepalen aan welke aspecten aandacht te besteden bij een specifiek project of plan. Ook moet de procedure niet te gecompliceerd en tijdrovend zijn. Er bestaat behoefte aan een handreiking voor integratie op maat en met mate, met een nadruk op die fasen in de m.e.r.-procedure waarin men vaststelt welke onderwerpen aan de orde moeten komen. Dit rapport laat zien dat naast het opstellen van een dergelijke handreiking de volgende activiteiten nodig zijn om integratie van gezondheid in m.e.r. te ondersteunen: (1) ontwikkeling van een programma voor verbetering van kennis en vaardigheden, (2) toegankelijker maken van informatie over gezondheidsdeterminanten en gezondheidseffecten, (3) actieve ondersteuning van integratie van gezondheid in m.e.r. door de Ministeries van VROM en VWS en (4) wet- en regelgeving, dan wel gerichte communicatie ter ondersteuning van integratie van gezondheid in m.e.r
