Add to ORKGThis article studies that discuss the issues of marine product processing industry in the process of recovery from the Tohoku Region Pacific Coast Earthquake in 2011，in Kesennuma City, Miyagi Prefecture. In the result, we found this is the very reason why the current marine product processing industry in Kesennuma City to be changed: (1) build marine product processing industry's vision：without vision, a local business in this industry cannot resume operations，(2) city planning that take a proper care of restructuring industrial agglomeration：underpin the industrial competitiveness of marine product processing industry, (3) support manager's work：create a concrete vision of a corporation
