At Present, Japanese firms bother with their constitution which wage exceed their capacity and their low productivity of White Collar. To deal with these problems, Japanese firms are introducing the system which wage are paid according to their employee's ability and output in a real sense. So, author examines the actual state of system which wage are paid according to employee's ability and output in Japan, and presents the desirable system based on author's view that can cope with problems drawn from previous survey. Thus, this paper defines the desirable wage system that will be useful to improve Japanese firms' present constitution and productivity, based on survey of wage system conditions in Japan and author's view
