Trust-based governance is a waterfall, it must cascade downwards : An implementation study of the concept                      - Trust-based governance in municipal administrations

This study is about the implementation of the concept of trust-based governance, which received significant media coverage and attention in the public sphere through the SOU 2019:43 report. From there, the ideas of implementing trust-based governance emerged, but it seems that it has not fully reached certain public organizations. This study will specifically focus on implementation, using trust-based governance as an example, with a focus on the challenges and conditions associated with the concept. Lennart Lundquist's (1992) model of trust-based leadership and institutional logics are used as theoretical frameworks. The study's methodology is qualitative and is based on semi-structured interviews with managers at various levels in municipal administrations. Previous research describes the difficulty of implementing political decisions and the challenges involved, as well as the factors that can lead to successful or unsuccessful implementation. This study shows that the implementation of trust-based governance has not been fully realized as intended. Many managers describe receiving directives to implement trust-based governance without being provided with the necessary conditions or resources to facilitate the implementation.
