Women suffering from domestic violence and substance abuse are described as a public health problem with an increased risk of poor health, unemployment and social exclusion. While several initiatives have been implemented at a national level to address men's violence against women, especially for women with co-occurring substance abuse, social services at the municipal level are criticized for their inadequate work with this client group.
