Man has always been a wilful destroyer of property. Public property is of no exception. Since the establishment of modern civilisation and especially the formation of democratic societies, vandalism has become prevalent. America, Canada, England, France, Germany, Australia, New Zealand and others experience considerable amounts of vandalism, more so than many communist countries. Chinese and Russian people are educated to respect and cherish their countries. There is a better feeling of national pride.
