The period of time in which Francisco Vitória published his discourses on the power of the Church and on the condition of the American Indian was one of tensions involving lay people, jurists and theologians. The Chamber of Conscience (Mesa da Consciência) was institutionalised in 1532 with its ethical and political dimension closely linked to the sovereign. At the same time, the changes introduced in this nation that generated an Empire and in a church that needed reform are highlighted in moralistic discourses and in texts of an ecclesial nature based on pre-tridentine guidelines.
