GUIDELINES FOR THE PROMOTION OF TRANSPARENCY IN GOVERNMENT INSTITUTIONS: COMPARISON BETWEEN THEORY AND PRACTICES IN BRAZIL

This research analyzes the Transparency in Government Institutions and proposes guidelines for its promotion in the context of organizations. Bibliometric research was conducted on the topic. From the initial search, were outlined guidelines that most affect or impact the implementation of transparency in Brazilian public agencies. Take as the initial premise of the research that the Brazilian government organizations define strategically as decision to implement transparency in its operations. Government institutions establish the concept of "Open Government" in its management practices. Were included in the research literature themes: Government Transparency, Open Government, Electronic Government, Accountability and Government Information and worked together. A questionnaire, using a Likert scale, with experts with convenience sampling, namely: university, government and the market. From the analysis it was possible to confront the guidelines outlined, with expert opinion. Analysis of guidelines versus expert opinion points to essentials concepts / guidelines in institutions / government agencies. The research concludes that institutions must observe the public information as a public good; accountability as essential, and the tools of e-government as powerful weapons in promoting transparency, among other conclusions.Universidade Federal FluminenseA presente pesquisa analisa a Transparência nas Instituições Governamentais e propõe diretrizes para a sua promoção no contexto das organizações. Foi realizada pesquisa bibliométrica sobre o tema. A partir da pesquisa inicial, foram delineadas as diretrizes que mais afetam, ou impactam a implementação da transparência nos órgãos públicos brasileiros. Toma-se como premissa inicial da pesquisa que as organizações governamentais brasileiras definem estrategicamente que tem como decisão implantar transparência em suas operações. As instituições governamentais estabelecem o conceito de Governo Aberto em suas práticas de gestão. Foram incluídos na pesquisa bibliográfica os temas: Transparência Governamental, Governo Aberto, Governo Eletrônico, Accountability e Informação Governamental e trabalhados em conjunto. Foi aplicado questionário, utilizando-se a escala Likert, junto a especialistas com amostragem por conveniência, a saber: na academia, no governo e no mercado. A partir de análise foi possível confrontar as diretrizes delineadas, com a opinião dos especialistas. A análise das diretrizes versus opinião dos especialistas aponta para conceitos/diretrizes imprescindíveis em instituições/órgãos do governo. A pesquisa conclui que as instituições devem observar a informação pública como um bem público; a prestação de contas como imprescindível; e as ferramentas de governo eletrônico como armas poderosas na promoção da transparência, dentre outras conclusões
