CONTRIBUTIONS TO IMPROVEMENT OF THE REGULATIONS OF THE PERSONAL MOBILE SERVICE (PMS) IN BRAZIL, ON THE BASIS OF A SUSTAINABLE SCENARIO

The massive deployment of Radio Base Stations, which are sources of non-ionizing radiation, can affect both the human health and also the environment. Uncertainties about the effects of non-ionizing radiation on human health requires the application of the precautionary principle and the search for mechanisms to limit these effects to human exposure and to ensure safe levels. In this context, the present study seeks to identify possible recommendations to minimize or even eliminate concerns about non-ionizing radiation produced by the Radio Base Stations. To reach these aims, this work makes a literature search and a field research with the support of specialists in the Personal Mobile Service (PMS) in Brazil. A clear controversy among experts surveyed was identified as a result of the review of the literature and field research and consequently, nothing can be said about the existence or not of adverse effects to human health caused by non-ionizing radiation. However, seeking the application of the Precautionary Principle, it is possible to carry out improvements in the current regulations used in Brazil, having as benchmarking the regulation of Switzerland.Universidade Federal FluminenseA implantação massiva de Estações Rádio Bases (ERB), fontes emissoras de radiação não-ionizante, é preocupante para a saúde humana e para preservação do meio ambiente. As incertezas sobre os efeitos da radiação não-ionizante sobre a saúde humana tornam necessária a aplicação do Princípio da Precaução e a busca de mecanismos que limitem esses efeitos para a exposição humana e que garantam níveis seguros de emissão. Nesse contexto, o presente trabalho busca identificar possíveis recomendações para minimizar ou, até mesmo, eliminar preocupações com relação à irradiação não-ionizante, produzida pelas ERB. Para a consecução deste objetivo, realiza-se uma revisão da literatura e uma pesquisa de campo com especialistas do Serviço Móvel Pessoal no Brasil. Uma evidente controvérsia entre os especialistas pesquisados foi identificada como resultado da revisão da literatura e da pesquisa de campo e como consequência, nada se pode afirmar sobre a existência ou não de efeitos nocivos à saúde humana causados pela radiação não-ionizante.
