O USO DO MERCADO DE CARBONO COMO FONTE DE FINANCIAMENTO PARA O DESENVOLVIMENTO DE ÁREAS AGRÍCOLAS: ESTUDO DE CASO DE PEQUENAS PROPRIEDADES DE PASTAGEM NO CENTRO-NORTE FLUMINENSE.

This research has an objective to analyze within the Local Development with eucalyptus reforestation on lands used for grazing, having as a financial source the Carbon Credits Market through the Clean Development Mechanism (CDM) projects, as well as support market demand for the charcoal for siderurgic activities. This research studies the possibility of implanting an environmental project with socialeconomic benefits. The study analyzes the cash-flow of the small-scale cattle operations for meat and milk, and simulates the eucalyptus plantation in this kind of farm, considering a longterm planning for cutting the trees and selling to siderurgic charcoal production. The scenario involves familiar-structured farms with small and medium land sizes whose unique source of income is the cattle operations for meat and milk, in centralnorth of Rio de Janeiro comprising Macaé, Conceição de Macabu, Quissamã and Carapebus. The Net Present Value (NPV) analysis, considering the eucalyptus plantation for energetic purposes results in positives values, proofing that this forestry plan is a profitable activity. The methodology AR-AMS0001, approved by the executive board of the United Nation Convention on Climate Change, was used to calculate the additionality resulting from this CDM project. With this additionality the income obtained from the Certified Emission Reductions (CER) market associated with the selling the wood to the siderurgic charcoal market, is of great economical value in comparison with the cattle operations for meat and milk, cash-flow. This increase on the incomes brings profits to underused lands in addition to encouraging the reduction of rural exodus and increase the collection of taxes.Universidade Federal FluminenseEsta dissertação tem por finalidade analisar, no âmbito do Desenvolvimento Local, o reflorestamento de eucalipto em terras usadas para pastagem, utilizando como fonte de financiamento o mercado de Reduções de Emissões Certificadas (REC), através de projetos de Mecanismo de Desenvolvimento Limpo (MDL), além de atender à demanda do mercado de carvão para fins siderúrgicos. Trata-se de uma pesquisa que verifica a possibilidade de se implantar um projeto ambiental visando benefícios socio-econômicos. O estudo analisa o fluxo de caixa da operação pecuarista de pequena escala para corte e leite de gado bovino e simula o plantio de eucalipto na fazenda considerando um plano plurianual de corte das árvores para venda para produção de carvão. A área que foi envolvida no estudo abrange as fazendas de estrutura familiar de pequena e média extensão que se utilizam da criação de gado bovino para corte e leite, na região centro-norte fluminense, que compreende Macaé, Conceição de Macabu, Quissamã e Carapebus. A análise do Valor Presente Líquido (VPL) em se considerando o plantio de eucalipto para fins energéticos trouxe valores positivos, provando que a implantação da silvicultura com estes moldes é por si só uma atividade lucrativa. Através da aplicação da metodologia AR-AMS0001, aprovada pelo quadro executivo das Nações Unidas sobre a Mudança Climática, foi calculada a adicionalidade resultante no projeto. Com o resultado da adicionalidade, calculou-se que a renda obtida com a comercialização da REC associada à venda da madeira extraída ao mercado de carvão siderúrgico traz um ganho financeiro em comparação aos fluxos de caixa obtidos com a pecuária de corte e leite. Este ganho gera aumento de renda aos proprietários de terras pouco produtivas além de incentivar a redução do êxodo rural e aumentar a arrecadação das prefeituras
