Possibilities, limitations and institutional implications: analysis of the National School Feeding Program in the city of Pelotas-RS

Since the 2000s, government efforts to combat hunger and malnutrition in Brazil have intensified. For the purposes of this dissertation, it is worth highlighting, in particular, the change in the National School Feeding Program (PNAE) in 2009, when, under Law 11,947, it was established that at least 30% of the resources Of the National Fund for the Development of Education (FNDE) for school feeding should be applied to purchase food from family farming. This is a very important change both for the country's food and nutritional security and for the strengthening of family farming. However, many Brazilian municipalities have difficulties to contemplate the minimum percentage of purchases of family agriculture established by law. This is the case of the municipality of Pelotas, located in Rio Grande do Sul, which only reached this percentage in 2014, with 40.70%. In 2010, the acquisitions of family agriculture accounted for 0.19% of the value of school feeding. In 2011 and 2012 there were no purchases of family agriculture in the municipality and in 2013, 21.73% were bought. Given this scenario, the dissertation sought to understand the rules (formal or informal) present in this institutional market that allow or limit the participation of family agriculture. For this analysis we used the neoinstitutionalist approaches, which deal with the formal and informal rules interacting in the social environment. In addition, in methodological terms, 27 interviews were conducted with the main actors involved in the PNAE (cooperatives of family farmers, municipal managers, school directors and officials, representatives of Emater, CAPA, CAE and COMDER). The field survey data were collected between September 2015 to January 2017 and were analyzed using the Content Analysis methodology. Among the main results, we verified the hypothesis that, initially, the participation of purchases of family agriculture in school feeding encountered resistances of public managers of the city hall, managers of school meals in schools and the cooperatives of family farmers. The formal and informal norms, as well as the institutional environment, had limitations for the insertion of family agriculture in school feeding. However, over the years, an institutional arrangement was established, led by social mediators, which made institutional learning faster and favored the establishment of new institutions based on dialogue and trust.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPESDesde os anos 2000, intensificaram-se os esforços governamentais para combater a fome e a desnutrição no Brasil. Para o que interessa nesta dissertação, cabe destacar, em especial, a mudança ocorrida no Programa Nacional de Alimentação Escolar (PNAE) no ano de 2009, quando, em virtude da Lei nº 11.947, foi estabelecido que, no mínimo, 30% dos recursos do Fundo Nacional do Desenvolvimento da Educação (FNDE) para a alimentação escolar deveriam ser aplicados na aquisição de alimentos da agricultura familiar. Trata-se de uma modificação muito importante tanto para a segurança alimentar e nutricional do país, quanto para o fortalecimento da agricultura familiar. Porém, muitos municípios brasileiros apresentam dificuldades para contemplar o percentual mínimo de compras da agricultura familiar estabelecido em lei. Este é o caso do município de Pelotas, situado no Rio Grande do Sul, que somente alcançou esse percentual em 2014, com 40,70%. Em 2010 as aquisições da agricultura familiar responderam por 0,19% do valor aplicado na alimentação escolar. Em 2011 e 2012 não houve compras da agricultura familiar no município e, em 2013, foram comprados 21,73%. Diante deste cenário, a dissertação buscou entender quais as regras (formais ou informais) presentes neste mercado institucional que oportunizam ou limitam a participação da agricultura familiar. Para esta análise foram utilizadas as abordagens neoinstitucionalistas, que tratam das regras formais e informais interagindo no meio social. Ademais, em termos metodológicos, foram realizadas 27 entrevistas com os principais atores envolvidos com o PNAE (cooperativas de agricultores familiares, gestores municipais, diretores e servidores escolares, representantes da Emater, CAPA, CAE e COMDER). Os dados da pesquisa de campo foram coletados entre setembro de 2015 a janeiro de 2017 e foram analisados através da metodologia de Análise de Conteúdo. Dentre os principais resultados, comprovamos a hipótese de que, inicialmente, a participação das compras da agricultura familiar na alimentação escolar encontrou resistências de gestores públicos da prefeitura municipal, de gestores da alimentação escolar nas escolas e das próprias cooperativas dos agricultores familiares. As normas formais e informais, bem como o ambiente institucional, apresentavam limitações para a inserção da agricultura familiar na alimentação escolar. No entanto, ao longo dos anos, conformou-se um arranjo institucional, protagonizado por mediadores sociais, que tornou o aprendizado institucional mais rápido e favoreceu o estabelecimento de novas instituições pautadas no diálogo e na confiança
