The purpose of this study was to explore and assess the impact of early intervention programs on child welfare cases, in particular, Southern California Child Welfare Agency (SCCWA) emergency response cases. With changes in child abuse laws and an increase in the number of children being placed in out-of home care, SCCWA is under pressure to develop and implement programs that focus on three priority outcomes: improve permanence, improve safety, and reduce the number of children being removed from their home
