Design of Floating Ocean Thermal Energy Conversion (OTEC) in The North Makassar Strait

The development of power plants from new renewable energy (NRE) in Indonesia is still unutilized. It is estimated that the potential for NRE in Indonesia reaches 417.8 GW. However, the utilization is still small, namely only 10.4 GW or around 2.5 percent (ESDM, 2020). Until now, Indonesia's energy needs are still supported by the natural gas and coal sectors which are not environmentally friendly, therefore a concrete solution is needed to reduce the effects of the current global warming. Indonesia itself has a lot of NRE potential, one of which is the potential for sea heat using the Ocean Thermal Energy Conversion (OTEC) method. This method uses a temperature difference between the deep sea and the surface with a minimum difference of 20°C to run the heat engine. Based on a literature study, the northern waters of the Makassar Strait have the potential for OTEC development. From the results of previous studies, it is estimated that the Makassar Strait waters have the greatest efficiency value of ±7.9%. In this paper, OTEC will use a used barge platform to increase flexibility and cost efficiency. The ship will be designed for waters with depths reaching 700 - 900 m below sea level. A barge will be designed measuring LPP = 110 m; B = 32 m; H = 16 m; T = 5.5 m integrated with OTEC. Lines Plan, General Arrangement, Safety Plan, and zinc anode arrangement will be designed in this paper. Based on the calculation results, the barge platform can produce 10 MW of net power. The cost of building the floating OTEC is IDR 1,528,898,637,113 and the operational cost of floating OTEC is IDR 92,668,941,566. =============================================================================================================================== Pengembangan pembangkit listrik dari energi baru terbarukan (EBT) di Indonesia masih belum termanfaatkan. Diperkirakan potensi EBT di Indonesia mencapai 417,8 GW. Namun pemanfaatannya masih kecil yaitu hanya 10,4 GW atau sekitar 2,5 persen (ESDM, 2020). Sampai saat ini kebutuhan energi Indonesia masih ditopang oleh sektor gas alam dan batu bara yang tidak ramah lingkungan, oleh karena itu diperlukan solusi konkrit untuk mengurangi dampak pemanasan global saat ini. Indonesia sendiri memiliki banyak potensi EBT, salah satunya potensi panas laut dengan menggunakan metode Ocean Thermal Energy Conversion (OTEC). Metode ini menggunakan perbedaan temperatur antara laut dalam dan permukaan dengan selisih minimal 20°C untuk menjalankan mesin kalor. Berdasarkan studi literatur, perairan utara Selat Makassar memiliki potensi pengembangan OTEC. Dari hasil penelitian sebelumnya, diperkirakan perairan Selat Makassar memiliki nilai efisiensi paling besar yaitu ±7,9%. Dalam makalah ini, OTEC akan menggunakan platform tongkang bekas untuk meningkatkan fleksibilitas dan efisiensi biaya. Kapal tersebut akan didesain untuk perairan dengan kedalaman mencapai 700 - 900 m di bawah permukaan laut. Sebuah tongkang akan dirancang dengan ukuran LPP = 110 m; B = 32 m; Tinggi = 16 m; T = 5,5 m terintegrasi dengan OTEC. Garis Rencana, Rencana Umum, Rencana Keselamatan, dan pengaturan anoda seng akan dirancang dalam makalah ini. Berdasarkan hasil perhitungan, anjungan tongkang dapat menghasilkan daya bersih sebesar 10 MW. Biaya pembangunan OTEC apung sebesar Rp 1.528.898.637.113 dan biaya operasional OTEC apung sebesar Rp 92.668.941.566
