The National Council on Disability (NCD) have withheld records documenting [1] the conversations they have had before recommending (to then Vice-President Joe Biden) to “avoid any proposal to link the Social Security Administration’s (SSA) database of representative payees with the Federal Bureau of Investigation (FBI) National Instant Criminal Background Check (NICS);” [2] the conversations they have had before recommending (to then Vice-President Joe Biden) to “avoid any proposal comparable to the provisions of S. 436, the Fix Gun Checks Act, which amends the Higher Education Act to require colleges and universities to outline procedures for the involuntary referrals of students with perceived psychiatric disabilities for evaluation and institutionalization.” The Association for the Advancement of Civil Liberties (AACL) regrets the decision of the NCD to withhold these and other records on the subject of statements they have made about gun violence on January 14th 2013.
