Abstract Public policies, especially housing policies, provide hope for disadvantaged segments of society to meet basic necessities. Since India's independence, public welfare housing schemes have been designed and executed with the aim of alleviating housing deprivation. Since then, the Indian government has made a number of initiatives in this field, but with differing paradigms of approach and execution frameworks. The premise remained the same, i.e. providing mass housing to the destitute, but the target beneficiaries, goal defined, approach taken, and result achieved have evolved.
