ПРИЧИНИ КОРУПЦІЇ У ГЛОБАЛІЗОВАНОМУ СУСПІЛЬСТВІ

The article is devoted to the study of the causes of corruption in today's globalized society. A globalized society includes two interrelated elements: the opening of international borders to the ever-faster flow of goods, services, finance, people and ideas; and changes in institutions and policies at the national and international levels that facilitate or facilitate such flows. In such a society, there are several important problems, including corruption. In such a society, attention to overcoming corruption is of great national importance because such a negative phenomenon can lead to a crisis of sovereignty and even lead to the loss of statehood. It is stated that corruption, like other criminal activities, is based on disrespect, even contempt for the rules of conduct defined in society, disrespect for the rule of law, current legislation. The main causes of corruption that dominate and negatively affect the state of corruption in the state are imperfect legal policy in the field of public administration because if it does not provide restrictions and obstacles for government officials to obtain illegal benefits, thus creating a legal framework that encourages corruption; gaps in law-making and law-enforcement practice of anti-corruption legislation; economic factors; moral and mental customs of individual societies. It is determined that there is a great potential for corruption, especially where officials have the opportunity to make decisions based on their own discretion. Public authorities' discretionary powers arise because it is impossible to develop universal rules and regulations while indicating unforeseen cases that may arise during attempts to control or manage economic activities. The application of the law cannot but be subjective. Therefore, the flexibility of law enforcement agencies' rules of conduct and discretion is necessary for any state, and they must have additional powers to interpret and implement the rules
