The article examines the issues of systematization of legislation on e-democracy and e-governance with a view to building the legal framework for openness of cities in Ukraine. The author identifies the generic legal concepts and institutions which should be the basis for systematization, and considers the grounds for uniting the relevant group of legal acts according to the subject-chronological criterion
