In the last few decades, important decisions have been taken by the states as well as developments in many issues, including globalization and transnational crime and terrorism. In addition, there are some questions and problems that the increasing concern about security problems bring next to it. It is not a coincidence that these decisions and developments to shape migration policies and priorities of states do not fall from the agenda of many to migrate. As this rise to the top ranks, the borders should be tightened and regulated to keep unwanted, high -risk migrants away from potential target countries.
