GEOS-ESM/MAPL: MAPL 2.34.1

This patch of MAPL 2.34 fixes an issue (#1923) concerning WRITE_RESTART_BY_OSERVER. All testing is zero-diff with GEOSgcm save for cases with WRITE_RESTART_BY_OSERVER: YES where it fixes a bug with that code path.
