Delving into the history, we note that social support was aimed at the category of the disabled, who have the ability to provide for themselves. The state provided everything necessary for the population to be socially protected, including guaranteeing protection in case of "social risks". An important component of social protection is social service, which is the activity of social services for social support, provision of social-household, social-medical, psychological-pedagogical, social-legal services and material assistance, social adaptation and rehabilitation of citizens who are in a difficult life situation. situations The issue of public administration in the field of labor and social protection of citizens became especially relevant in the context of the 2020 pandemic, which led to an increase in the number of people in need of help, as well as to the restriction of access to social institutions, which fundamentally changed the methods of communication in favor of remote formats. According to official sources, compared to 2020, the level of poverty has increased, the risks of further growth due to the deterioration of the socio-economic situation due to the Covid 19 coronavirus infection and the war on the part of Russia, which on February 24, 2022 carried out a full-scale invasion of the territory of Ukraine. At the same time, the Ministry of Social Policy of Ukraine and direct state administration in the field of labor and social protection of citizens was also complicated by the fact that new categories of victims both physically, morally and economically as a result of the pandemic and war were added to the traditional recipients of social services and social assistance. The current situation has become a challenge for both business and executive bodies of state power, at the same time it has provided an opportunity to identify weak points and potential areas of growth regarding the management system as a whole, channels of interaction with consumers of social services in particular
