The planet comes at a decisive time when it is necessary to make firm decisions to conserve what remains of water on Earth. For this we understand that it is necessary to adopt more analytical positions based on systemic approaches in the context of complexity experienced in a hypercomplex society. To further problematize this scenario, Brazil has adopted a fragmented model of water policy. Thus, the present study intends to recover the legal importance of the expression “hydrographic basin” in the sense of starting to construct a concept of water security that can be crystallized in a legal norm.
