Employee separation and replacement are well-known to be costly to any enterprise, and the cost is magnified in the public sector due to its highly bureaucratic environment and rigid procedural constraints. Government employers must therefore prioritize the retention of existing employees, so my research proposes to identify factors affecting voluntary turnover in New York State’s Information Technology (IT) title series via a survey and longitudinal study of turnover behavior.
