Enhancing Europe’s competitiveness to the level of other world economies has been identified as a priority since the beginning of the EU. The main emphasis was put on the development of the knowledge economy, which significantly influenced the formation of the innovative economy and the information society. “Knowledge” has become a basic category in most of spheres of social life in EU countries.
