Public release of the IMPROVER meteorological post-processing algorithm codebase. Highlights: All CLIs are now handled using the clize module CLIs to calculate falling-rain-level and probabilities of rain, sleet and snow and to use these in the weather symbols plugin. These plugins are now faster too.
