Theprices for the current response to the COVID-19 pandemic are negative. They can be summarized as follows: the world was not prepared, actions were insufficient, public and private institutions failed people in terms of health protection and protection of everyday life. The pandemic has highlighted the weakness of public health. Purpose. The aim is (1) to argue with the comparison of the COVID-19 pandemic to a black swan, (2) to point out the effects and effects of the pandemic mentioned in the literature, (3) to discuss the attributes of public health that are related to counteracting epidemics, and (4) to present ways out of the pandemic crisis from the perspective of public health. Description of the state of the art. The comparison of the COVOD-19 pandemic to the black swan is wrong. The literature describes the negative effects of the pandemic better than its positive effects, but there is a current about unexpected effects or the balance of effects and effects. Public health's tasks in countering epidemics include the development and implementation of preparedness and response plans, the care of health fairness and the most vulnerable groups through interdisciplinary and cross-sectoral activities. The literature has proposed many solutions aimed at improving the functioning of health systems, including public health, and strengthening the role of public health. They can be assigned to three groups: macro-factors concerning the political and economic context, meso factors concerning the internal principles of the functioning of the health system and microfactors that relate to the functioning of the system in relations with users. Applications. Public health is essential for national security. The implementation of the demands for the repair of the health and public health system is the responsibility of decision-makers, the establishment, citizens and the community.
