Адміністративно-правове регулювання в сфері охорони здоров'я у деяких країн пострадянського простору

Abstract. The article will consider the features of administrative regulation of safety in health care on the example of the Republic of Kazakhstan and the Republic of Belarus. An analysis of the legal regulation of selected countries and identified areas for reform in the health care system. At the end, the main results of the administrative regulation of health safety of the countries selected for analysis are summarized. The main attention is paid to the state program of regulation of the system of medical services within the state programs and relations between patients and places of medical services, the need for accreditation. Paid medical services in terms of compulsory medical services are of particular interest in terms of system development and the volume of medical services. Each country has gone its own way in finding the optimal combination of volume and services that can be provided to the population both in terms of pandemics and the normal state of affairs. Particular attention is drawn to the lack of regulatory support of the health care system for quite a long time in the selected countries until the beginning of the 20th century, and external effects forced to change the legislative approach in regulating the approaches to providing citizens with medical care. This approach is typical for all countries of the post-Soviet space, and Belarus and Kazakhstan show this most clearly. It should be noted that financial and administrative regulation was transferred to the level of local self-government, which negatively affected the safety of services and, ultimately, there was a refusal of local self-government in favor of institutional, which can be traced at the level of adoption of the state program for the development and regulation of health care, both in Kazakhstan and Belarus.
