Abstract: The study aimed to analyze the absolute and relative increase of scientific production in Open Access in Brazil and in the World, taking into account that in the year 2017 the "Budapest Initiative for Open Access" completed 15 years of its publication. The literature review presented the main Open Access milestones and initiatives, such as journal portals, and especially SciELO. For the study, data from the Web of Science (using the new Open Access filter) and SciELO from the years 1998 to 2016 (5 years before the publication of the Budapest Initiative and 14 years later) were collected for a comparative analysis of the restricted access and open access.
