In this article, the basic doctrinal approaches of domestic and foreign legal science to understanding the nature and the specific features of the concept of "terrorism" are subject to comparative legal analysis. Special attention was paid to the signs of terrorism, which allow to distinguish this phenomenon from similar concepts, as well as to identify the reasons for the lack of a universal definition of terrorism. It has been concluded that terrorism is a complex transnational phenomenon that includes the goals, methods, means and actions of terrorists, the results of similar actions that threaten world security.
