АКТУАЛЬНІСТЬ ПРОБЛЕМИ ВИЗНАЧЕННЯ СУТНОСТІ АДМІНІСТРАТИВНО-ПРАВОВОГО ЗАБЕЗПЕЧЕННЯ ДЛЯ СЛУЖБОВО-БОЙОВОЇ ДІЯЛЬНОСТІ НАЦІОНАЛЬНОЇ ГВАРДІЇ УКРАЇНИ

Based on the analysis of strategic decisions on the security and defense sector of the state, the article considers the object, subject and main tasks of the study of administrative and legal support of military service of the National Guard of Ukraine. The weak interaction of the modern National Guard of Ukraine with law enforcement agencies and other military formations, the lack of comprehensive and systematic administrative and legal support of its activities, unresolved many organizational and tactical issues as problems of development of the National Guard of Ukraine. The connection between the problem of development and administrative and legal support of the service and combat activities of the National Guard of Ukraine with the general problem of inefficiency of the system of national security and defense of Ukraine. The system of components of the security and defense sector of the country is considered. It is emphasized that the solution of the problem of administrative and legal support of service and combat activities of the National Guard of Ukraine is due to the consideration of service and combat activities of law enforcement forces as a complex socio-political phenomenon and object of state regulation. It is stated that the administrative and legal support of the National Guard of Ukraine should increase its capacity to ensure public safety, physical protection of critical infrastructure, participation in the protection and defense of the state border of Ukraine, as well as support the National Guard of the Armed Forces. Ukraine in crisis situations that threaten national security, and in a special period. It is concluded that the development of the National Guard of Ukraine should be carried out within the defense reform and simultaneously with the reform of the law enforcement system on the basis of existing approved doctrines, concepts and strategies, analysis of accumulated domestic and positive foreign experience of national security entities
