Аctivation of state financial support for farmers as a condition for ensuring food security in the EU and Ukraine

The relevance of the article is due to the need to use in Ukraine the experience of the European Union in the implementation of the Common Agricultural Policy aimed at state support for farms as a condition for ensuring the food security of the state. The article used analytical research methods, studied EU legislation, on the basis of which state support is provided to farmers. The following research methods were used as a decision-making tool on state support for farmers: analysis and synthesis; induction, deduction and analogy; abstraction; generalization; idealization. Farms are considered as objects of state support and the need to intensify the financing of this industry as a condition for ensuring food security is substantiated. The role of the agro-food sector in ensuring food security is shown. An analysis of the system of measures of state financial support for farms to ensure food security was carried out. An analysis of the sources of financing for farmers was carried out and the role of budgetary financing of agricultural activities was determined. The types of state support for farmers are considered. The main directions of activation of the state support of farms are determined. The dynamics of the development of the agro-food sector of the EU is considered. The issue of ensuring food security and food independence of the country as key aspects of agrarian policy is being studied. The experience of implementing a common agricultural policy in the EU is analyzed. The elements and mechanisms of the agrarian policy of the EU countries are determined, which should be adapted to the Ukrainian practice of financial support for the agricultural sector. The main directions of agriculture are determined, requiring the activation of state support to ensure food security. Methodological foundations for creating a model of state support for farming have been developed, which will be the basis for making informed management decisions on the allocation of state funding
