Peculiarities of the mechanisms of the state regulation in the sphere of intellectual property in the context of cooperation of subjects of public policy

The article highlights aspects of the formation of state policy in the field of intellectual property in Ukraine. Identified subjects of the public policy. The mechanisms of state regulation in the field of intellectual property and the components of the national intellectual property system of Ukraine are systematized. It is noted that the improvement of the mechanisms for the formation of an innovative management model must be carried out by concentrating state resources on priority areas of scientific and technical renewal of all spheres of public life. At the same time, the need for an innovative economy is growing due to competition with companies in developed countries with their high technical level, product quality, as well as price competition in countries with economies in transition and other developing countries. Lack of understanding of the role of the innovation factor will leave the only prospect – the transformation of the state into an isolated closed system in which low-grade raw materials are exchanged for knowledge-intensive goods and intelligent services with high added value. Therefore, there is a need to create an economic mechanism that would generate, reproduce and use innovations to improve economic development and quality of life in the country. It is argued that the active participation of civil society and the private sector in the implementation of state programs is a prerequisite for harmonizing the interests of all public policy entities and the main a factor in the effectiveness of implementing socio-economic reforms, in particular in the field of intellectual activity. The necessity of developing the Concept of modernizing the organizational structure of the system of the public administration in the sphere of protection of intellectual property rights in Ukraine is substantiated
